knows the NYC lighting contractor industry, knows how to motivate these firms (carrot and stick),

is metrics / numbers oriented and can help translate contractor capacity into quantities of jobs that need to be complete and kwh savings and schedule these efforts on a timeline

prior experience with utility companies a big plus.
