Labor Data Show Surge in Hiring of Temp Workers

The hiring of temporary workers has surged, suggesting that the nation’s employers might soon take the next step, bringing on permanent workers, if they can just convince themselves that the upturn in the economy will be sustained.

As demand rose after the last two recessions, in the early 1990s and in 2001, employers moved more quickly. They added temps for only two or three months before stepping up the hiring of permanent workers. Now temp hiring has risen for four months, the economy is growing, and still corporate managers have been reluctant to shift to hiring permanent workers, relying instead on temps and other casual labor easily shed if demand slows again.

“When a job comes open now, our members fill it with a temp, or they extend a part-timer’s hours, or they bring in a freelancer — and then they wait to see what will happen next,” said William J. Dennis Jr., director of research for the National Federation of Independent Business.

The rising employment of temp workers is not all bad. However uncertain their status, they do count in government statistics as wage-earning workers, adding to the employment rolls and helping to bring down the monthly job loss to just 11,000 in November. Indeed, the unemployment rate fell in 36 states in November, the Bureau of Labor Statistics reported last week, partly because of the growing use of temps.

The bureau, which issues the monthly employment reports, does not distinguish between permanent and casual employment, with one exception: it has a special category for temp workers, the men and women supplied by Manpower, Kelly Services, Adecco and other agencies.

Last month 52,000 temps were added, greater than the number of new workers in any other category. Not even health care and government, stalwarts through the long recession, did better.

“Sometimes we’re asked by a company to bring back ex-employees as temps,” said Joanie Ruge, a senior vice president of Adecco. Some are even ex-employees who have been laid off. “That does happen,” she said.

In the past, temps who do well have often been offered regular employment, with higher pay and benefits. Given the uncertainties about this recovery, companies are not doing that now, and temps, as a result, are less likely to spend as freely as regular employees or to qualify for credit, generating less demand than permanent employment would.

Adding to this undertow, corporate America is investing very little in expansion at a moment when current capacity — the machinery and floor space now available — is underused. And pressure is rising on the Obama administration and Congress to offset the shortfalls by authorizing more stimulus spending — enough to bring the national unemployment rate down from the present 10 percent.

“Depression has been forestalled only because major government borrowing and spending is filling the gap,” Albert M. Wojnilower, a Wall Street economist and consultant at Craig Drill Capital, said in a newsletter last week.

Caution in hiring is certainly the watchword at Eggrock, which makes prefabricated bathrooms in Littleton, Mass. During the summer, Eggrock received its first new order since the recession began: 462 units for a hospital project in Canada.

The order caught the company with only 10 workers on the factory floor, down from 45 early last year. But rather than recall those who had been laid off, Eggrock arranged for 40 temps from Manpower: plumbers, electricians, assemblers and the like.

“The biggest factor in prompting us to shift from temps to permanent employees would be a solid order backlog,” said Phillip Littlefield, a vice president at the company. So far a backlog has not materialized, or even a second order, although there is an “uptick in interest,” as Mr. Littlefield put it. “We are optimistic,” he said.

Halfway across the country, in Burlington, Iowa, the recession bypassed the Winegard Company. That is perhaps because Winegard makes television antennas and satellite receivers, and in hard times people watch more television, said Denise Baker, Winegard’s director of human resources. Whatever the case, to keep up with new orders, the company has added 70 workers in the last two years — all of them temps.

“An actual employee with benefits costs more than a temp or a contract worker,” Ms. Baker said, “and as long as I can still get highly skilled temps, I’ll go that route. It gives me more room to reverse course if the economy weakens again and sales do finally sink.”

Given the nature of the upturn, that could happen. After 18 months of contraction, the economy expanded from July through September at a 2.8 percent annual rate, and many economists expect the expansion to be even stronger in the fourth quarter, approaching 4 percent. The rebound is robust mainly because of a “turnaround in inventory policies from breakneck liquidation to slow accumulation,” Mr. Wojnilower said.

If this restocking of shelves and warehouses were to stop or slow next year, a possibility that concerns Mr. Littlefield and Ms. Baker, then the temps, freelancers and contract workers they and many other employers now use would have a harder time moving from casual to regular employment.

The temp agencies often promote themselves as employment agencies — skilled at quickly finding qualified workers whom companies can convert to regular employment after using them initially as temps.

That mechanism works well in good times, but not these days, certainly not for Walter Latham of Coram, Long Island, who lost his job 14 months ago as a project manager at the Reserve, a money market fund based in New York.

His wife, Marjorie, works for Kelly Services as a temp at a health insurance company’s call center, and Mr. Latham, 56, finally joined her two weeks ago after hunting for months for higher-paying, permanent work. The temp assignment pays him less than $25 an hour — “a long way down from the $135,000 a year I once made,” Mr. Latham said.

The Lathams have gone through the more than $200,000 in savings that he accumulated during 20 years in the financial services industry. The call center assignment ends on March 31, and neither Mr. Latham nor his wife have gotten any hint that the insurance company would convert them to permanent employment with benefits like health insurance, which neither has today.

“My future is Latham Golf,” he said, describing a Web site that he and some partners started 15 days ago to teach subscribers how to swing golf clubs. Until Latham Golf pays off, if it ever does, Mr. Latham says that he and his wife, who sells jewelry on the side, will continue to work as temps.

“I’ve never seen the job market this horrible,” he said, “when you couldn’t get a job or even an offer of a job at a decent pay level.”

The question is jobs, but there’s no one right answer.

When President Barack Obama convenes a jobs summit Thursday, he and all the brainstorming economists and CEOs, small business owners and labor leaders face a dire predicament with no simple solutions.

The nation’s unemployment rate has climbed to 10.2 percent, the highest since 1983. Some 15.7 million Americans are out of work. The average jobless worker has been unemployed for more than six months.

Meanwhile, the immediate benefits of the economic stimulus passed by Congress earlier this year are fading. The recession may be over, but analysts say many of the jobs lost in the downturn probably will not return and high unemployment is likely to persist.

But doing nothing is not an option. The Associated Press spoke with a variety of experts, looking for ways to create and preserve jobs. They offer four strategies they say should be in the mix at the jobs summit — hardly an exhaustive list, but certainly a starting point for discussion.

WORK-SHARING

When home construction fell sharply, orders coming in to Gary Melillo’s department at a factory in Cranston, R.I. suffered. Workers at Taco Inc. continued building heating, ventilation and air conditioning equipment to fill the plant’s inventory. But if business didn’t pick up, it was clear there wouldn’t be enough work to go around.

“It would be very scary to be totally laid off,” said Melillo, a 25-year veteran of the plant whose wife also works for Taco (pronounced TAKE-o). “That could be a double hit.”

Taco wanted to avoid layoffs. If it cut workers who average nearly 18 years on the job, it couldn’t be certain of getting them back when business picked up. Training new workers costs time and money. Instead, the company tried a strategy called work-sharing to spread the pain and preserve jobs.

Workers in some departments at Taco were cut back to either a three-day or four-day week. Unemployment insurance covered more than half their lost wages and they kept benefits including health insurance. This year, all Taco’s 292 production workers in Rhode Island and Massachusetts have been on work-sharing at some point, cut back to four-day weeks.

“If we had not been able to use the work-sharing program, I believe we would have seen some potential layoffs,” said Kyle Adamonis, Taco’s senior vice president of human resources.

Rhode Island is battling 12.9 percent unemployment, spurring interest in a program in place since the early 1990s. Employers have used work-share to avert the equivalent of 5,800 layoffs through October, quadrupling the program’s rolls from two years ago.

At least 17 states have some version of work-sharing. Some come with bureaucratic requirements that discourage employers and many programs are little known, said Dean Baker, co-director of the Center for Economic and Policy Research in Washington, D.C. But broader, more aggressive use of such programs could prevent job losses, which goes hand-in-hand with creating jobs, Baker said.

A similar strategy has helped cushion the recession’s blow in Germany, which is subsidizing the pay of thousands of workers assigned shorter hours. The government’s program covers as much as 67 percent of lost pay. By spring of this year, more than 2 million workers were registered for the program. Unemployment in Germany stands at 7.6 percent, down from earlier this year.

Work-sharing’s impact has been much more limited in the U.S. But on the production floor, Melillo says, it has provided a sense of relief.

“The work-sharing comes in and helps ease the pain,” he says. “I’m still working. That makes me feel good.”

TAX HOLIDAYS

Small businesses are a job engine in an expanding economy. But many are just trying to get by now in the face of slumping sales.

To help them avoid laying off workers and encourage them to hire new ones, some business groups are calling for a payroll tax holiday that would give all companies a break from Social Security and Medicare payroll taxes, which total 15 percent.

Half the tax is paid by the employer, the other half by the employee. Suspending the taxes would lower the cost of both existing and new workers while at the same time putting more money in the pockets of employees. That, in turn, could boost consumer spending, which powers about 70 percent of the economy.

“Our membership is saying that their number one problem is lost sales,” says Bill Rys, tax counsel for the National Federation of Independent Business. The group has been pushing a payroll tax holiday since last year, and estimates it could cost $300 billion.

A temporary break on payroll taxes would enable small business to keep more of the cash that is still coming in and “eliminate one cost of doing business,” he said.

Other economists favor a temporary tax cut targeted only at new hires. Companies that add to their payrolls would get a tax break, equal to perhaps 15 percent of pay for the new hires.

That would provide more “bang for the buck,” says Lawrence Katz, a professor at Harvard University, because it would cost taxpayers less than an across-the-board cut. On the other hand, it wouldn’t necessarily help companies struggling to keep their current workers, he admits.

A targeted tax cut could be “gamed” by employers, who might lay off some workers, only to hire them back as “new” employees to claim the credit. That can be prevented by requiring employers to increase their total payrolls to benefit, Katz said.

A NEW JOB CORPS

The New Deal programs of the 1930s were, by far, Washington’s best known effort to put people directly to work. But the federal government has paid to create jobs more recently and some experts say, drawing on lessons learned, the time is right to try again.

In the early 1970s, Bill Tracy was a novice local official in Jersey City, N.J. The city was strapped and short on police officers when the Nixon administration offered money for states and cities to hire unemployed workers. Tracy pushed to move officers from desk duty to the streets, then used federal money to fill the clerical jobs with the recently jobless. He hired others as unarmed guards for city parks and housing projects, a net gain of about 200 jobs.

The programs started under Nixon were expanded more than threefold under President Jimmy Carter — roughly $4.5 billion in 1978 to fund about 750,000 jobs nationwide.

The hiring went well beyond local police departments. In Portland, Ore., agencies hired unemployed Vietnam veterans, trained them in carpentry and put them to work renovating abandoned homes that were then sold. In Vanderburgh County, Ind., the tax assessor’s office used the money to hire people who combed through files of those owing property taxes and then went after evaders.

“This is a pretty effective way to get money into the economy and into the pockets of people so they can do something productive,” says Carl Van Horn, director of the Heldrich Center for Workforce Development at Rutgers University.

The Public Service Employment efforts of the late 1970s were not perfect. Critics charged that government money was used for wasteful projects and that the programs were ripe for patronage hiring. There was also concern that those hired would displace better paid workers. Tracy, who went on to direct New Jersey’s administration of those programs and is now retired to North Carolina, says some of the criticism was valid.

Waste is inevitable in such a program because it is designed to get money out fast to where it’s needed, which limits accountability, he says. But a new program could include better oversight, probably by having states monitor local administration of hiring, he said. Patronage could be limited by setting clear eligibility cutoffs, perhaps requiring that workers hired must have been unemployed for at least six months or a year.

If such a program were put in place, it could very quickly have an impact in areas where unemployment is high, he said.

“This is what we need,” Tracy said. “We need it now.”

DIRECT AID TO STATES AND CITIES

With money collected from taxes down and its budget under pressure, the Gary, Ind., school district had to find spending to cut. Nero Lawrence and more than 250 other administrators, teachers and custodians lost their jobs in the fallout.

When Lawrence, 64, was sent home in September, he considered opening his own counseling service. But a couple of weeks later, armed with about $6 million in stimulus money, the district called to offer him a new job. Lawrence returned to work as a “secondary transitional coach” at the Lew Wallace STEM Academy, grades 7-12 program focused on science, technology and engineering. He counsels at-risk students, makes sure they attend school, visits their families at home and does tutoring.

“It put me back in my element,” he said. “I can provide the services I was trained to provide.”

Other coaches hired with stimulus money work with teachers on improving instructional methods and train them to use new technology.

The pressures Gary faces are far from unique. One of the quickest, most direct ways for the federal government to keep people employed, many economists say, is to help state and local governments close their yawning budget gaps. The recession has sent tax revenue plunging, forcing states and cities to cut workers and services.

It’s likely to get worse. The Economic Policy Institute, a liberal think tank, estimates that states and localities face about $330 billion in shortfalls over the next two years. Providing $150 billion in budget relief would save or create more than 1 million jobs, EPI estimates.

Some economists argue the Obama administration’s stimulus package has already added jobs in this way. About $40 billion of the stimulus was intended to limit layoffs of teachers. The White House claims that part of the stimulus saved 325,000 jobs.

While some layoffs have taken place, the cuts “would have been substantially worse had it not been” for stimulus funding, says Harry Holzer, an economist at Georgetown University.

In Gary, the city’s schools rehired about 45 teachers and staff and added eight new positions after receiving stimulus money, Superintendent Myrtle Campbell says.

“It has helped us a great deal,” she said. “We were able to expand the academic day for our students and provide more remedial instruction.”

Still, the assistance is only for two years and Campbell, like other school officials, worries about what will happen when the funds run out.

“The student needs will still be there, even if the dollars are not,” she said.

Title: Equities Cash/ADR Project Manager
Salary: Open – commensurate with experience

Description:
Our client, financial industry, is seeking a Program Manager for the Cash/ADR business.The purpose of the Cash-ADR business is to sell/buy ADR securities to/from clients on an agency and facilitation basis as well as trade on behalf of the firm*s principal book. Agency and facilitation/principal trades can also be converted from ADRs to ordinaries and vice versa. Primary Responsibilities and

Duties:
Responsible for the global management and oversight of Cash/ADR projects.

Has direct (and matrix) management of multiple project managers.

Partner closely with Middle Office, Finance, Operations and COO teams (including Sr. Management) and Technology Partners to define/re-define business processes and implement related technology solutions.

Responsible for front-to-back project planning and coordination.

Manages the regional and global program *book of work* and reporting.*

Defines the deliverables and goals of the global program.

Identifies, manages and drives to resolution issues.

Responsible for all change in the program and driving it to completion.

Resolve cross project issues at a regional / global program level including resource balancing.

Is the primary focal point for the Equity IT relationship for delivery.

Business Product Experience:
Solid understanding of the following trading scenarios:
Agency Trading, Principal Trading, Facilitation
Trading, Conversion Trading, Market Making Advanced 10-15 yrs
Cash / Cash ADR Advanced 10-15 yrs
Program Trading Intermediate 10-15 yrs
Electronic Trading Intermediate 10-15 yrs
Convertible Bonds Intermediate 10-15 yrs
Systematic Trading Intermediate 10-15 yrs

Technical Skills / Knowledge:
Trading, Execution & Processing Platforms Advanced 10-15 yrs
MS Office (2000-2007) Advanced 7-10 yrs
Microsoft Visio Advanced 10+ yrs
Microsoft Project Advanced 10+ yrs

Qualifications
o College Degree required
o 10-15 years in cash equity business and extensive experience dealing w/ Front to Back departments (Front office, Tech, Ops, Finance, IT, Compliance, etc. )
o Strong knowledge of equity cash securities processing and systems, from trade capture through to GL processing
o Strong Understanding of financial processes

Ability to articulate full product life cycle and understanding of the trade lifecycle
o Experience in Middle Office/Finance/Operations re-engineering initiatives
o Understanding of business unit control functions and corporate reporting
o Must have ability to apply strategic thinking to multiple, complex organizational and business issues
o Ability to translate into practical plans for project execution
o Broad business experience in defining business and systems requirements for Corporate-wide applications. Previous experience in systems development
o Sub-ledger, P&L or General Ledger experience required
o Ability to architect business and software solutions and define related requirements
o Excellent verbal and written communication/presentation skills
o Ability to bridge communication amongst technologists and between Business Analysts and Technologists
o Ability to work across business groups and in a team environment… demonstrated

Project/Program management capability
o 6+ years performing business analysis/definition and Project Management to support large projects and business change
o Experience running large programs
o Experience in full project lifecycle management
o Have proven requirement and process definition and documentation skills, with ability to handle diverse workload and tight schedules
o Strong Risk assessment, negotiation and problem resolution skills

Overview:
Candidates must have strong knowledge of equity or derivatives products, market data feeds, trade lifecycle and post-trade processing and have financial services background and an understanding of the FIX financial messaging protocol.

The qualified individual will be responsible for acting as an interface between the Options business unit and the platform development and implementation areas. They will also be involved in creating and assembling detailed business requirement specifications for new products/applications.

Responsibilities to include:
Participate in identifying user requirements by working on teams with a number of key individuals representing business and technology.

Document, communicate, and review requirements with product and project team members and sponsors.

Manage deadlines and work to meet feature requirements and customer expectations.

Assist in development of testing plans, scenarios and scripts and participate in user acceptance testing.

Assemble, complete, and distribute updates to key ISE documents for developers, testers, change management and our customers.

Become a Subject Matter Expert on the core trading platform.

Experience/Skills Required:
Must have previous experience writing business requirements and training materials, as well as reviewing functional specifications, for trading systems.

Must have knowledge of options/derivatives and/or experience supporting a trading environment.

Must be familiar with formal requirements gathering and management process.

Working knowledge of system design, architecture and application programming/analysis
In-depth understanding of software development life cycle.

Strong knowledge of equity or derivatives products, market data feeds, trade lifecycle and post-trade processing.

Understanding of the FIX financial messaging protocol a plus.

Bachelors degree in Finance, Engineering, Math, or Economics with a minimum of 4-6 years of IT business analysis experience.

Previous experience in equity or derivatives trading technology for an exchange or a brokerage/financial firm is preferable.

Results Expected:
